Constructs, troubleshoots, calibrates, adjusts, tests, and maintains equipment, components, devices, or systems. Works from engineering drawings and written or verbal instructions. Operates related equipment; conducts tests and reports data in prescribed format. Performs calibration and alignment checks; makes adjustments, modifications, and replacements as directed; prepares prescribed compounds and solutions. Exclude technicians working in Production or Quality Assurance. Must possess professional experience with a career break of at least two years.The qualified applicant will join a cohort of employees re-entering the workforce after a career break of at least two years. This cohort will receive special on-boarding designed to provide an effective re-entry into the workforce. iReturnSM provides experienced professionals with a 12-week "returnship" to prepare for a full-time career in one of several fields at Northrop Grumman through training, professional development, and networking opportunities. Qualified applicants will join a cohort of employees returning to the workforce after a two-year career break for this "returnship" program that focuses on giving you a seamless transition back into the workforce. Upon completion of the program, candidates will be eligible for full-time roles with the company.iReturn: The Northrop Grumman Returnship ProgramResponsibilities include:

  • Develop subcontract specifications, work statements, and terms and conditions for the procurement of services, specialized materials, and/or equipment
  • Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, performs price/cost, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts
  • Participates with program functional areas to coordinate subcontract funding, invoice processing and program reviews.
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement
  • Manages and develops strategic/key suppliers. Reviews and approves supplier paymentsBasic Qualifications:
    • Must have a career break of at least 2 years
    • Bachelor's degree in general area of study and 6 years of relevant experience or a Master's degree and 4 years of experience or an additional 4 years of relevant experience maybe considered in lieu of a degree
    • Understanding of procurement policies, procedures, and regulations
    • The ability to collaborate with program management and other multi-functional teams
    • Must have a general knowledge of FAR/DFARS and associated Federal Contracting regulations
    • Possess strong organizational skills
    • Demonstrated ability to multi-task and make decisions in a timely manner
    • Ability to work with minimal supervision, work successfully in a fast- paced environment and apply sound judgment to problem solving
    • Must be a US Citizen with the ability to obtain and maintain a Secret clearancePreferred Qualifications:
      • Experience with International Procurements under US Govt. prime contracts
      • Prior experience working issues related to Import / Export of materials and technology
      • Familiar with SAP procurement systems Salary Range: $58,400 USD - $97,400 USD Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
