Job Title: Purchasing & Contract Specialist
Department: Finance
Reports Directly To: Chief Financial Officer

Primary Function of Position: Responsible for major purchases of the District, including: planning, preparation of requests for quotations, expediting, and facilitation with vendors, consultants, contractors and staff. Responsible for District non-employment contracts. Oversees District fixed assets.

Essential Job Functions:

  • Responsible for major purchases of the District.
    • Ensures that major purchases comply with Board policy.
    • Meets with teams during planning stages to obtain specifications.
    • Aids in researching products and services available and helps to locate vendors for same.
    • Meets with designers during construction and remodel projects.
    • Works with ITS and others to maintain institutional standards.
    • Prepares Requests for Proposals or Quotation packets, and distributes to appropriate vendors.
    • Supervises the procurement process, reviews proposals, or quotations, and prepares summaries for approval of Board of Education.
    • Maintains and coordinates non-employment contracts and has a working knowledge of all service agreements and lease purchase agreements.
      • Reviews terms of agreements.
      • Negotiates with vendors on contract terms.
      • Works with Attorney for review of unique agreements.
      • Acts as Assistant Encumbrance clerk, substituting for Encumbrance clerk as needed.
      • Coordinates assigned activities related to construction projects, including but not limited to interior design services, casework design, furniture procurement, etc. Attends construction meetings as required.
      • Oversees the District procurement card (P-Card) program. Liaison with P-Card vendor. Maintains the P-Card procedures. Manages users in the P-Card program.
      • Responsible for District fixed assets.
      • Supervises the fixed asset clerk.
      • Coordinates furniture moves related to remodeling or new furniture purchases.
      • Helps with identification of new fixed assets and information regarding moves.
      • Informs fixed asset clerk of items being replaced for possible surplus.
      • Monitors utility usage for the District.
      • Provides recommendations for policies and procedures affecting purchasing.
      • Assists the Chief Financial Officer and Assistant Superintendent in planning, research and implementation of projects.
      • Ability to be present on the job as described under work conditions and contract details.
      • Other duties as assigned.
        Knowledge, Skills, and Abilities:
        • Three to 5 years of purchasing or contract management or related experience required
        • Bachelor's degree in a business-related field preferred.
        • Experience with public procurement or bid process a plus.
        • Experience with contract management a plus.
        • Ability to work independently with limited supervision and direction.
        • Ability to understand and meet critical deadlines.
        • Exceptional verbal and written communication skills.
        • Strong written communication demonstrated in both letter and email.
        • Proficiency in all Microsoft office components (Excel, Word).
        • Excel skill must include the ability to build and format formal reports (or PowerPoint).
        • Ability to consistently deliver superior customer service and work quality to internal and external customers.
        • Strong flexibility, time management, and organizational skills. Able to manage heavy workload and work outside of regular work schedule in order to accommodate special projects and departmental deadlines.
        • Anticipate needs, be resourceful and have ability to build strong employee partnerships within the organization.
          Working Conditions:
          Long periods of sitting, ability to lift 10-25 lbs. Low-level machine noise is encountered the majority of every day. Concentrated visual effort is required. Extensive communication with internal and external customers. Reliable, dependable and punctual attendance. This is not an exhaustive list and reasonable accommodations will be made as needed.
          Organizational Relationship:
          Full-time, exempt personnel position reports directly to the Chief Financial Officer.
          Contract Details: Twelve month contract subject to annual renewal. Working day and hours are Monday through Friday, 8:00 a.m. - 4:30 p.m.
