OMES is seeking a full time Procurement Compliance Team Lead for the Central Purchasing Division. This is an unclassified position in state government, located in Oklahoma City. OMES offers a comprehensive Benefits Pack age , including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The Central Purchasing Procurement Compliance Lead works closely with the Department Compliance Manager to ensure the goals of the division are met.

Position Responsibilities
--- Carries out the directions and vision of the State Purchasing Director and Compliance Manager as it relates to compliance with federal regulations, state statutes, rules and procurement best practices.
--- Works across all functions of Central Purchasing in a collaborative effort to meet division goals.
--- Oversee the implementation of new / pilot programs related to procurement compliance initiatives.
--- Reviews, analyzes, documents and manages procurement processes and procedures and recommend new processes and procedures when needed.
--- Supervise, coach and mentor staff.
--- Manages overall performance of procurement training, open records requests, fixed rate requests, agency internal purchasing procedures review.
--- Provides or facilitate training to staff and customers on procurement procedures, policies, statutes and best practices.
--- Oversee the management of Procurement webpage content.
--- Assists with other projects as assigned.

Physical Demands and Work Environment
--- This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. Occasional travel may be required.

MINIMUM QUALIFICATIONS --- Bachelor's degree in business, accounting, statistics or a related discipline from an accredited college or university AND 3 years of related work experience in data analysis and/or financial reporting; OR an equivalent combination of education and experience substituting additional qualifying experience for each year of the required bachelor's degree.
--- Certification as a State of Oklahoma Procurement Officer or ability to attain certification within 90 days of employment.
--- Knowledge of Title 74 - Central Purchasing Act and 260:115 Administrative Rules.
Preference will be given to candidates who possess --- Someone with strong inter-personal skills, emotional intelligence and team building skills to successfully lead and develop a diverse, multidisciplinary team.
--- Knowledge of and apply appropriate procurement ethics in all duties.
--- Experience in utilizing Microsoft Office 365 (Outlook, Word, Excel, PowerPoint, Teams, etc.), Adobe Connect or other training platforms. NOTES Please read instructions carefully and include all required documents when you submit your application.
