OSDH is seeking a full time Paralegal providing support to the Office of General Counsel with the Oklahoma State Department of Health. This is a state employee position PIN 34004398 governed by the Civil Service Rules, in state government located in Oklahoma City, Oklahoma. Telework may be considered for a portion of this job based on employee's skills and abilities, and is subject of OSDH policy and supervisor's discretion.


The Paralegal will be dedicated to the Office of General Counsel to provide support in a variety of administrative matters, as well as preparation for hearings in administrative, State, and Federal courts, and compliance with the Oklahoma Open Records Act. The Paralegal will be expected to work under minimal supervision with considerable latitude for the use of initiative and independent judgment in the provision of support services to the Office of General Counsel.

Position Responsibilities /Essential Functions:

The specific functions of this position vary, but may include the following:

  • Provides administrative support for the legal division.
  • Composes and gathers various legal documents and forms.
  • Independently researches, locates, and assembles documents and information responsive to discovery requests, open records requests, and other third-party requests.
  • Helps legal coordinate with other divisions and gather agency data and documents in preparation for various administrative actions and court filings.
  • Develops and maintains system for the intake of legal mail and creation of legal case files.
  • Develops and maintains system for the intake of open records requests and other information requests.
  • Prepares routine draft pleadings, motions, and other case files under direct supervision, review, and approval of attorney.
  • Performs legal research and reports findings and conclusions.
  • Prepares exhibits for administrative, state, or federal court hearings.
  • Assists attorneys in ensuring deadlines are met, including deadlines for court filings and agency rule drafting.
  • Files orders, judgments, pleadings, briefs, and other documents on behalf of the attorneys and assists with service of such via email or certified mail.
  • Works in a high-performance environment, presented with multiple tasks and competing timeframes to produce results under relatively high-pressure and sensitive situations.
  • Performs related work as assigned. Minimum Qualifications:
    • Successful completion of an accredited program of study for legal assistants/paralegals AND three (3) years of experience as a paralegal or equivalent. OR
      • A baccalaureate or associate degree in any field from an accredited institution AND three years of experience as a paralegal or equivalent PLUS one of the following:
      • (1) Two years of full-time substantive work experience OR
      • (2) Coursework in paralegal studies equivalent in semester hours to an accredited paralegal studies program.

        Preferred Qualification:

        Successful completion of an accredited program of study for legal assistants/paralegals

        Valued Knowledge, Skills and Abilities:

        Knowledge of the administrative functions of a legal office; procedures of state or federal courts, especially administrative hearing processes; legal research methods; and Oklahoma Open Records requirements.

        Skill in gathering, analyzing, and producing documents in response to discovery and/or other information requests; organizing, compiling, and analyzing documents and data; performing legal research; communicating effectively both orally and in writing; and juggling multiple high priority deadlines simultaneously.
