The Research Program Manager supports the Federal Aviation Administration (FAA) Civil Aerospace Medical Institute (CAMI) Aerospace Medical Research Division (AAM-600) by assisting and collaborating with Principal Investigator(s) conducting project planning/program management of multiple research projects.


Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Reviews, evaluates, and makes recommendations for project/program studies and experiments.

Develops research proposals, cost estimates, and budgets.

Writes statements of work; documents for Interagency Agreements (IAA).

Develops research project plans and cost estimates for approved studies.

Develops briefing slides for research proposal and project presentations, study updates, program reviews, etc.

Monitors and updates research project plans.

Monitors and updates spend down plans and budgets.

Maintains research project schedules and provides regular status updates for all projects.

Liaison with external organizations to establish and maintain relationships.

Tracks study/experiment development and trouble-shoot problems encountered in the experiments.

Schedules, attends, and facilitates scheduled meetings.

Participates in professional activities: author, co-author abstracts, manuscripts; attends and presents at meetings.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.


Bachelor's degree in Business, Science or related field and a minimum of ten (10) years' relevant experience, or equivalent combination of education / experience. Master's degree preferred and a minimum of four (4+) years' relevant experience, or equivalent combination of education / experience.


PMP Certification preferred.

Must be able to obtain government security clearance.


Ability to manage multiple contractual obligations and documents (i.e., contracts, proposals, task orders, modifications, change orders, etc.).

Skilled proficiency in using project management software to track project requirements and schedules.

Operational knowledge and understanding of contract requirements, risk management, change management, conflict resolution, and delivery / payment methods for products and services.

Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements.

Extensive working knowledge of Microsoft Office Suite and project management software programs.

Knowledgeable of and skilled in implementing "best-in-class" concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of contractual objectives.

Excellent capital planning, financial management, cost control, estimating and contract negotiating skills.

Ability to manage multiple services and task order projects simultaneously.

Ability to make sound, well informed and objective decisions; perceives the impact and implications of decisions.

Ability to prepare, justify and administer program budget and to assess financial conditions.

Ability to persuade others to accept recommendations and to negotiate to find mutually acceptable solutions.

Ability to organize work, set priorities and determine resource requirements.

Exceptional organization, problem-solving and critical thinking skills.

Exceptional customer service and relationship-building skills.

Excellent verbal and written communication skills with solid presentation skills.


Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the public.


Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
