This position will be located in Oklahoma City, OK reporting directly to the FSDS IPT Manager, serving as a key member of the FSDS IPT Leadership team and leading FSDS projects to include technical planning, requirements development and tracking, system integration, systems integrations lab (SIL), ground and flight testing, verification and validation, airworthiness, system safety, risk, reliability / maintainability, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include concept, requirements, design, fabrication, test, installation, operation, maintenance and disposal. This person will lead project teams and be responsible for cost, schedule and performance.

The successful candidate will oversee the FSDS Aeronautical Engineering functional group. This includes monitoring program execution, resolving difficult challenges, supporting program business activities, tracking program milestones, mentoring and guiding personnel, and ensuring adherence to program plans and schedules to ensure activities are well executed and remain on track.

In addition, the successful candidate will work closely with the functional teams across the LSMS OU to ensure sufficient and appropriate staffing levels are established and maintained, adapting as needed to align to IPT and OU prioritization. This position requires a basic understanding of multiple contract types and the ability to drive successful, profitable performance. The successful candidate will support required signoffs, helping convey program impacts including risk, profitability, staffing, and facilities.

Duties and Responsibilities:

  • Directs all phases of programs from inception (proposal development) through completion (contract closeout)
  • Responsible for proposal development / capture planning and strategy
  • Develops customer relationships and customer intimacy
  • Responsible for the cost, schedule and technical performance of company programs
  • Develops and adheres to Integrated Master Schedules (IMS)
  • Develops and adheres to budget baselines utilizing Earned Value Management (EVM) methodologies
  • Integrates requirements vertically and horizontally across the project to ensure successful execution
  • Briefs Northrop Grumman management and Air Force customers on project status
  • Identifies, mitigates and manages risks
  • Works with multiple teams and cross-functional departments
  • Participates in the negotiation of contract and contract changes
  • Coordinates the preparation of proposal work statements and specifications, operating budgets and financial terms/conditions of contract
  • Establishes product specifications and test plans for flight performance and fuel management system OFPsBasic Qualifications
    • Bachelors of Science Degree and 9 years experience or a Masters of Science degree and 7 years' experience supporting U.S. Government contracts and customers
    • Experience in executing projects under Capability Maturity Model Integration (CMMI) Level 3 - Defined with expert knowledge of Requirements Management, Risk Management and Decision Analysis and Resolution process areas
    • Experience executing and managing Agile projects
    • Must be a U.S. Citizen with current or active Interim Secret ClearancePreferred Qualifications:
      • Current or previous large aircraft (FAR Part 25 or bomber-tanker/transport) fuel management and flight performance experience desired
      • Understanding of technical, cost, schedule impacts on a program and the ability to support process improvements including root cause analysis, process development, and program training
      • Ability to identify and drive organic growth and profitability improvement strategies
      • Demonstrated leadership ability, with the ability to effectively delegate responsibilities
      • Familiarity with the DO-178 Software Considerations in Airborne Systems and Equipment Certification methods.
      • Experience operating in a fast paced, diverse environment, working in close partnership with various functional areas to achieve business successNGLinkedDS

        Salary Range: $97,800 USD - $146,800 USD
        Salary Range 2: $0 USD - $122,300 USD

        Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
